Do they give japanese accounts in cyber cafés ?

I am in Tokyo with a friend and we wanted to took 1 day at a cyber café to play lol but the problem is we come from Europe and our accounts are in EUW.

Do they provide japanese accounts to play on japanese server ? We dont want to play with 300 ping xD.
