Help! Need witness for ID verification in English, but can’t find anyone.

So I'm doing 2 things:
1. I need to have 2 witnesses for verifying my ID for a bank account overseas so they don't close my account. They need to fill out a form in English to state that they checked my passport and residence certificate.

1. Apply for my son's new passport (not renew) and need a witness for signing the back of photograph and application form.

For both situation, the witness need to be part of the official occupation list, so like lawyer, public official, justice of peace etc. I don't know anyone who match the official occupation list, and I went to the local notary office, cityhall, police station etc, but no one can do English documents verification or write in English on the required document.

Any recommendations? Time is running out.
