On Sept. 24, Central Council for Education (an advisory body to the Minister of Education, Culture, Sports, Science and Technology) officially approved usage of digital textbooks. Starting from academic year 2030, a terminal will be distributed with the government covering the cost. QR codes with links to contents will appear on the screen. The government will submit a bill to amend the School Education Act and other laws in the 2026 session of the Diet.
Starting in 2030, digital textbooks will be introduced gradually in elementary schools. Text books will be in three formats: paper, fully digital, and hybrid. Boards of education will choose one.
