On Sept. 24 around 10:15 a.m. a witness called 110 reporting that 2 masked men pepper sprayed in Higashi-Koiwa, Edogawa Ward, Tokyo. According to the Tokyo Fire Department, two men and a woman were injured. Koiwa Police Department is currently investigating the details of the incident.
The incident occurred in a residential neighborhood about 650 meters east of JR Koiwa Station. Investigators said the two men fled the scene by car.
On Sept. 19 in the same ward, a man in his 30s was also sprayed on the street by two men.
