Where to fish and with what?

I really wanna go fishing but where I live the river doesn't have fish at all. And I don't like the idea to pay from 8k to 11k yen to use a "spot".

So where do you guys recommend to:
1. Get supplies
2. Go fishing in/near Tokyo
3. At what time is the best one to catch them
4. With which kind of bait or lures is the best to fish.
