I’m a Japanese local. I need your help. I have been living in my apartment for 40 years but one middle aged black guy from a foreign country changed our social order. He smokes, drinks alcohol and talk on the phone loudly at the apartment garden every night and the worst thing is that he leaves used can and cigarettes. Nobody acts like him at my apartment so I’m quite shocked. 3months ago our apartment manager installed a caution in English on a bench he usually sits on to notify smoking is not allowed. Unfortunately he never follows it. He has a room but I am wondering why he stays at the garden every night. He is still shouting outside now.. Any advice is appreciated.
