Sorry if I'm beating a dead horse. Been reading the other posts on this topic and it's been informative, but I'm having a special difficulty and wondered if there's a workaround.
I'm told that the only way to register for the foreign license conversion exam is to make a phone call during the 2 hour window each week for all of Osaka. Not allowed to register in person or online or any other way.
And their phone just auto-rejects and hangs up, every single time. My wife called over 500 times, and I got 229 times (was busy reading here), and she got thru only once just to have the menu system keep jerking her around and finally hang up on her again. (She's Japanese, so it wasn't a language mistake.)
So first question is, where is it written that I can only apply to a driving center in Osaka (I think there's 2)? Like, is it an actual law or just "common knowledge"?
If it's not a law, can I actually apply to a driver center in another locale that has more reasonable application procedures? (The JAF website tells me that I should apply online, which would be fantastic if it were true.)
If so, can anyone recommend a good location to apply to?
If I'm stuck applying here in Osaka, any ideas on how to beat that evil and insane phone menu?
