As I was walking to the supermarket in my residential neighbourhood a small kei truck reversed at speed around the corner and parked up at an apartment building. The neighbourhood does not have footpaths in this area so pedestrians need to walk along the side of the road but it is wide enough for two cars to pass and others to walk at the same time. A woman came out and handed the guy inside a thermos and as they were doing so I walked around the truck, while it was stopped with the lights flashing, to continue on walking on the left hand side. I guess the guy didn’t see me (hard at 6ft 2) because he suddenly sped forward again right at me and as I jumped out of the way the truck lightly touched my leg. If I hadn’t he would have hit me. It didn’t hurt or cause any damage or even nudge me, but it did make contact with me. After I jumped I spun around and yelled “what the fuck?!” Because I was shocked. The truck sped forward again and stopped at an intersection, which as I reached I could see he was staring at me, then quickly turned left and shot off up the road at speed.
I quickly took a picture of the plate because the guy was recklessly driving and acting dangerously (don’t know if this was the right thing to do in Japan) and thought I should maybe make a report.
Thoughts please?

Update: thank you for all the advice. I did go to the koban in the end to make a report and show the picture I took.
The police said the same kei truck had been reported once already that evening for speeding past a middle school with kids outside and advised me to go to see a doctor just in case. I showed them where the truck parked outside the apartment building and they said they’ll be on the lookout for him. Since he also seems to have done the same thing near kids I’m glad I went and said something.
