Teacher’s Mutual Aid Insurance to National Health Insurance payment discount options?

Hi there, on a throwaway, but had a bit of a question and wondered if anyone had been in a similar situation or has some advice.

I moved to Tokyo in 2023 as a teacher, so I was enrolled in the Teacher's Mutual Aid Insurance which came out of my salary monthly. I've entered a university as a student full-time starting in September. I went to the City Hall to apply for NHI, and was told I would receive some bills about a month later. I wanted to ask about ways to discount the monthly cost (because I have no income now) but the lady had to move on to the next person. I also sorted my pension exemption and residence tax at the same time, so I don't have to worry about those.

Flash forward to now, I have received the bills and it's about 30,000 yen per month since it's based on my previous years income… which is impossible for me to pay now as I'm a full-time student. How can I lower this cost? Can I be exempt or prove I have no income right now? What are my options? If anyone has any advice or has been in a similar situation, please let me know!
