Requirement to have certain amount of money in account for 3 months for working holiday visa? (Canadian)

I had 4000 in my bank account that I added recently and during my working holiday visa appointment, I was rejected as I needed at least 3500 dollars in my account for 3 months prior, nothing below that which he specified very clearly to me, only above or the same. I couldn’t find this info online and am wondering if anyone else has experienced this.
