Is the highest level of TOEIC equivalent to the highest level of 日本語能力試験 N1 ?

I was just wondering this since I've never done TOEIC before.

The highest level of 日本語能力試験 N1 is said to be native level Japanese, and I've heard people say even Japanese people could have a little struggle with it.

So I was wondering if the highest level of TOEIC is the same, native level English that could even trip up English speakers.
