Hi,
Quick summary of my situation: I'm on a WHV, there's a month left on my zairyu, I'm working as a 正社員 (didn't get my first salary yet so my Yuucho account is still zero with empty 履歴, been using Revolut the whole year with my savings) and I'm in the process of changing visa right now.
So I ordered a Rakuten credit card linked with my Yuucho account since Yuucho don't want to send me a debit card (they explicitly say they want the visa to have at least a year remaining before expiration).
I went through the Rakuten Card process, filled everything truthfully, selected my design, etc. At first it got accepted by them, saying congratulations etc that they'll send me my card, how to activate it, and so on. Then during the card making/sending process I got a mail saying this:
この度、弊社カード会員様のカードご利用につきまして、
弊社カード会員規約に則り途上審査を実施させていただきました結果、
誠に申し訳ございませんが、カードのご利用を停止させていただくことになりました。途上審査につきましては、弊社の与信基準および個人信用情報機関の情報を参考にした、
総合的な審査の結果とその他の事情を勘案して決定いたしました。
何とぞ事情ご賢察のうえ、ご了承賜りますようお願い申し上げます。
So yeah I'm kinda confused why. I checked the procedure status and it's at the delivery point. I got a notice in my mailbox saying that my Rakuten Card couldn't be delivered and have to reschedule the delivery. Other than that, after the suspension email I kept getting emails with informations about how to use or activate my Rakuten Card.
Right now I don't know if I'm okay or not. Is it suspended or not. They're giving me mixed signals right now. I really need that card, I can't be living paying everything with that damn cash card and be unable to purchase things online.
Does someone know anything about that?
Thanks in advance.

Legit curious how you found a seishyain job on a whv, or why your seishyain company didn’t sponsor a regular working visa for you.
From that mail, it says they reviewed your application and their overall decision is to deny. I don’t know if it is related to something they discovered later on upon reviewing your documents.
Have you been late paying something? might have raised flags later on.
I copied the first half of your message into google, and apparently Japanese people are having the same issue, though the majority of them had late payments the past year
Also, please prove me wrong, but I thought French (according to your post history) WHV holders can‘t switch to work visa in Japan? They used to be able to but about middle/latter half of 2010s they changed it. I know Germany and 4 or 5 other countries still can.
You are on a WHV with one month left of your visa. Normally there would be zero chance you would get a credit card; you obviously slipped through Rakuten’s screening processes and got caught on the later check.
They won’t give you a card, nor will anywhere else right now, and as it sits on your credit history I would wait six months and until you get a proper visa before applying anywhere else.
Sending emails on how to activate a card does not mean that you are accepted. Your actual result comes later, after review.
