It is difficult to rent a house

I am leaving my company and joining another one and since current company provides me a house contracted by company, I didn't have to think about renting a house. But now I am facing finding a house which is possible to rent to foreigner like me. I searched on suumo and homes and picked 8 properties and visited realtor for asking those 8 are possible and he said house owner does not like rent this to foreigner.He was trying to to find some houses that I can rent 20 properties denied.

So, I am really curious is this normal??
