Had a pretty distressing experience tonight – saw a most likely impaired Japanese man run a red light in front of the police and then hit a mom with two children on a mamachari. Still thinking about it and unsure of the right thing to do. My husband and I saw that many people were helping the mom so we got the police that were driving in front of the man. Should I go to our local koban and make a statement? I speak very little Japanese and don't know enough to answer questions. I'm not sure if the koban would have an English interpreter even though they're close to a military base.
