Tokyo, Kobe, or Sendai for Study Abroad (Spring Semester)

I'm considering a spring semester (Mar/Apr – Jul/Aug) abroad at the following universities:

Tokyo:
– UTokyo
– Waseda

Kobe:
– Kobe University

Sendai:
– Tohoku University

My main considerations are mainly the summer heat and accessibility to the rest of Japan (Based on JMA data https://www.data.jma.go.jp/stats/stat/202515/tem_ctg_days_202515.html, seems like Sendai > Kobe >> Tokyo). I am a political science student so teaching quality is a small factor too.

Hoping for some advice from anybody who has studied abroad in Japan!
