Best city for Startup?

Hi, I'm considering switching into a Startup visa and later on Business Manager visa.

What city is the most friendly for this kind of company structure?

I am a successful entrepreneur in his late 20's with around $2m in liquid assets from past companies I owned. I'd like to do this in Japan. It would be a software development company that creates products in Cybersecurity/Web3 and other industries (depending on what is trending). My customers will likely be global.

What is the most friendly city for this?

I plan to apply for PR after 1 year as I qualify through the points system (over 80) points, but would like to plan it properly.

So far Fukuoka seems the most attractive. It seems to be the most startup friendly and the fact it's next to the sea, is very attractive to me.

However Kyoto and Tokyo are also good choices, but a bit more expensive.

What is the best city to apply for this visa and what are the pro's and con's?

I will be injecting the $200k into the company as required and be hiring a full time Japanese person as my employee, although I'd rather avoid that as I can run the company 100% solo as I've done in the past, it seems to be a hard requirement and just see it as a business expense. So will probably hire someone as a PA.

Did anyone go through this? How was the process?
