During a general question session at the Saitama Prefectural Assembly, Saitama Prefectural Assemblyman Masahide Moroi (56) stated, "Foreigners do not have basic human rights." This has led to criticism from various factions, with some calling this statement "lack of knowledge."
During his question session at the prefectural assembly, Moroi cited examples of crimes committed by foreigners and asked Governor Ohno Motohiro about his thoughts on maintaining public safety. Governor Ono Motohiro stated, "We will work hard to maintain public safety regardless of nationality or ethnicity," but Moroi responded, "Foreigners do not have basic human rights." Governor Ono replied, "I do not believe that foreigners do not have basic human rights."
Tamura Takumi, head of the Liberal Democratic Party's prefectural assembly group, criticized Moroi's remarks, saying, "He shows a serious lack of knowledge as a prefectural assembly member." Shiroshita Noriko, head of the Japan Communist Party's prefectural assembly group, pointed out that Moroi's remarks contradict the fact that he also supported the Prefectural Basic Ordinance for Children and Young People last year, which has the basic principle of guaranteeing basic human rights regardless of race or nationality.
