Is 3h20m (assuming my flights aren’t delayed) enough to make an airport transfer?

I'm looking at an option in early January.

Singapore – Tokyo (Narita) 0635

Reach Narita at 1430.

Haneda – Sapporo (New Chitose Airport) at 1750.

Assuming I land at Narita on time, would it be very tight for me to collect my baggage, get on the bus/train and re-check everything for a domestic flight?

I understand there are two options for airport transfers in Tokyo, either taking the Airport Limousine Bus (1 hour plus) or train (2 hours). Can I make it?

Alternatively there is another flight option from Singapore to Haneda but it is about SGD$100 pricier.
