I would like to ask for advice on how to deal with a Japanese couple neighbors that knows that they are responsible for the damage of my fence but do not contacted me about it.
Context:
Recently, I was walking in my backyard(my backyard is a bit large, so I don't use to walk all the way up to the fence with my neighbor. ), noticed that the fence was visibly damaged, something hit hard from the neighbor side. I remember that near the fence, the neighbor planted something large, but now the land is cleared, unfortunately I did not install cameras in the backyard as it would possibly bother a lot the neighbors(all Japanese families), installed only in front of my house, facing the street.
Probably due to strong winds, the plant and things attached to it hit the fence, bending the fence or as recently there was a reform in his house, something hit the fence, which is unlikely due to timing that I will mention below. He also bought a brand new car about 2 months ago, so money probably is not a big issue.
Would like to mention that since many months ago, the neighbor was avoiding stay near me in the 自治会活動 events like cleaning our 組 street and garbage separation and I was confused why as when I moved we were working together side by side in these events, now know the reason. I feel he is afraid to talk about it with me.
Talked to the representative of the company that built my house about it and she said that I should ask if he knows what happened with the fence or something like that. I have insurance, but it does not cover certain cases.
So I want to solve this in a smooth way, obviously not bearing the other people's mistakes.
