Administrative Scrivener – 50,000 yen plus 15,000 yen for document certification

I need a couple of documents certified, and one I found someone prepared to actually do the thing, they are wanting what I consider a huge wodge of cash just to sign two bits of paper.

Is this amount what it takes, or are they overcharging?
