How rare is it that people being let go after probation period?

This is the first time that I ever saw a new hire got released after his 3 months probation period. No PIP of course, but the management just said "he was not terribly bad, but just average". He had years of experiences btw, not a new graduate.

As per my experience, no matter how average the employees were, the companies would always try to keep you. Especially if the person was hired through an agency and fees were paid.

It makes me wonder, is it common that people were let go after probation? Imagine leaving the old company, got hired, and being let go just because the company could within the timeline, and had to job hunt once again.
