University Study Abroad vs. Language School for Learning Japanese?

I’m applying for a study abroad program at Ritsumeikan University, but I was told by them that Japanese classes might be assigned by lottery. Now I’m wondering how studying Japanese at a university compares to going to a language school.

Which one is better for actually learning Japanese? Anyone with experience of both, I’d love to hear your thoughts!
