Are there possible ways for a company to check… which new company an ex-employee is working?

Just had a farewell nomikai with a friend leaving and 10 other team members. He had always been bitter about our workplace and finally leaving now.

We almost wouldn't have the farewell nomikai because he just didn't want to but we finally had it with the team including our manager which he hated so badly. Since it's the last time why not, just out of respect and didn't want to burn bridges.

Anyways. I know which company he is going to go next, but he just didn't feel like telling others until the end. No real intention, it's just "doesn't matter to you, so you don't really need to know" kind of situation. Not even a competitor company. I respect his decision.

During nomikai our manager kept pushing and pushing for answer about where he will be going next. At one point, my friend snapped and yelled to our manager to stop it. Not a jokingly or drunk style yelling, but seriously sick of it and fed up style yelling. Me and other people had to jump in immediately to change the topic because it became very awkward at that moment.

I know our manager was just being nosy and simply has the bad habit of not respecting others boundary and privacy. I doubt he will do the following but it just makes me wonder…

Are there possible ways for a company to check and to know… to which new company an ex-employee is working next? Of course not by a word of mouth, but an actual official way of doing so, like from a pension payment records, insurance, tax, or other procedural ways.
