How should I go about selling Pokémon cards in Japan without a business license? Legal question.


I was thinking of making little mystery packs of 15 holo cards for ¥1,000 and just… I don’t know… existing in Akihabara with a sign like some kind of cardboard wizard.
But will the Japanese government dropkick me for doing that without a business license?
Like will a cop appear behind me and go “やめなさい (Stop that)” the second I open my backpack?

Second question (also questionable):
If I don’t “sell” anything but I simply give away 20–30 holo cards to anyone who “donates” ¥2,000 to help fund my TikTok/YouTube nonsense…
does that magically make it legal?
Or is that still “selling” but with extra steps?

I’m not trying to be shady — I just want to give people cool cards and maybe not get deported. Anyone here know how strict Japan is about this? Or am I overthinking this and literally nobody cares?
