Application: Can I get in trouble for saying no to driving despite having my license?

Hi all! I’m applying from Ontario, Canada.

I get anxious when driving in certain situations (ex. In busy city areas), and with the right-hand drive, Japanese signage, and narrow roads, I’d really want to see where I’m placed before deciding whether I’d be comfortable driving there, but I don’t want to “lie” in the application either.

If I say no to the license question now (question asks if you are “willing” to drive in Japan, and I don’t know that I am), but I change my mind later, could that look bad or even get me in trouble? Would they know if I get an international driving permit before leaving?
