I live in a 5 story apartment building in Tokyo with around 9 units in it. I realized that nowadays at 3-4am, my electricity will get cut off but will switch on by itself again after a few seconds. When it came back, I turn on my air conditioner again. After 15-30 minutes, it'll happen again. This doesn't happen everyday, but very often maybe 4-5 days in a week. It also never happens at daytime.
Can someone tell me what's possibly happening and what should I do?

What is the size of your apartment and your electrical service amperage?
Is that when your cryptominer is kicking in?
But seriously, you need to determine if it’s the whole floor / building. Since it’s coming back on, it’s not something in your apartment tripping a circuit, as you’d have to manually flip that back.
Are they doing construction around your neighborhood? Could be they’re transferring power to different substations to facilitate testing or new power installation. But in that case they’re supposed to notify you, typically with a kouji goannai which would be in your mail.
Either way contact your building management company.
Some apartments I’ve seen run as low as 20 amps on the breaker. It’s almost impossible to run the AC and cook at the same time.
