Hello! I am coming to Japan from the USA, and I'll be studying abroad for six months or so. I'm wanting to take cosplays with me and cosplay, but I am unsure of the rules regarding cosplay in public there versus in North America. I did google things, and I've seen multiple people say that you need permission to cosplay in public (which confuses me because who would I email…the government? the munincipality?) as well as that you straight up can't cosplay in public. What if I cosplay a character who wears a more "normal" outfit, or a cosplay that doesn't obstruct people walking? Konata from lucky star for example, Todoroki Shouto, or someone from Project Sekai. Characters that don't have super geared up cosplays. I'm very unsure of how to approach this, because coming from the USA I think the cosplay culture is very different to my understanding. To add, I'm also already aware it's disrespectful to cosplay at shrines (from what I've gathered) and to do something that would potentially bump into people unpleasantly. Should I leave my cosplays? Take them? What do I do?
