Does anyone know what these roadside barriers are for, so close together in a group?

34°38'36.8"N 135°29'43.6"E

This is at a busy roadside in Osaka, (but I think I've seen them in many parts of Japan). The barriers are arranged to form little squares and triangles, and I can't for the life of me figure out why they are there and for what purpose!

  1. It’s not Stonehenge.. it’s either a way to keep people from parking there, or using the area for anything. Or just a way to keep extra barriers. Probably wouldn’t even register as something strange I’ve seen here.
