What do I need to know as a foreigner who wants to fish in Japan?

I am a new angler who will be mainly in Tokyo and would love to fish if the opportunity arises. With the fact that I'm new to the fishing game and headed to a foreign country I am a little weary with regulations so any advice would be fantastic.
