Did I order oden wrong? (Almost no broth)

I ordered oden – egg, daikon, and bamboo – and when it arrived, there was maybe a tablespoon of dashi total. Basically dry.

I always thought oden was a soup that comes soaking in broth, especially the daikon.

Did I mess up the order somehow, or is this normal? Do you have to ask for the dashi separately?
