Random question for any people who lived there in the 90s about a kids cartoon

My family and I were stationed there in the 90s. I used to watch the morning kids shows before I went to school and one popped into my head because of how weird it was.

All I remember was there was a small cartoon short that had a person (think it was an old man?) who was pooping so much it lifted him off the toilet. Sometimes he would go thru the roof or blast off into space.

Anyone remember this? Or the name? A conversation today unlocked that random ass memory.
