Anyone familiar with such sound from ceiling/ shafts / pipe or whatever is it?

For context – 50 years old, near Tokyo bay . Building management has came to check but no answers, can’t identify the source either.

It sort of always happens overnight when there is stronger wind/dryer air but boy it happens every effin 2-30 minutes interval ranging from louder than this to this level. It’s affecting our sleep and unfortunately we are in a 1 bedder and am in no position to move apartments at all, financially.
