E-bike limits & school commutes: How do 7-year-olds get around Tokyo neighbourhoods?

Hi everyone,
We’re moving to Tokyo soon and I’m trying to understand how young kids typically get around day to day.

I have a 2-year-old and an almost-7-year-old. I was initially considering an e-bike with two child seats (one front, one back), but most models seem to cap the rear seat at 6 years old, which leaves us in a bit of a grey zone.

So I’m curious:

• How do 7-year-olds usually commute to and from school in Tokyo neighborhoods?
• Assuming a normal kids bike is not really practical for a young child to tackle all the hills?
• Does anyone have a recommendation for an e-bike that can accommodate an older child?

I’d love to hear real-life experiences from parents living in Tokyo — especially what’s actually practical vs. what’s technically allowed. Thanks!
