Customs power of attorney?

I have a package stuck in Japanese customs. Japan Post sent me a letter saying I could handle filing by myself or transfer the customs power of attorney for a fee. I'm having trouble finding information on how expensive the fee is or on what the customs power of attorney says. I really don't want them to send my package back to the US. Does anyone have any info?
