Is it normal when you get a new/used car from dealers, the car has almost no gas? less than 1/4?

I bought a car recently and typically, when I've bought both new and used cars in the states, it was normal for the car to be full or I could ask to have it filled up. So I was wondering if it was just normal for anyone else when buying a car? And if I'd still be allowed to ask them if I can have it filled. They're a foreigner car dealer that helps sells used cars. I got everything already good barely yesterday, but noticed it today.

Also wanted to know so when I buy a new car here as well.
