Learning windfoil near Kaichu Road 海中道路

Since there’s no snowboarding in Okinawa, I’m thinking about picking up a new sport — maybe windfoiling. Does anyone know of lessons in English or Chinese around Kaichu Road (海中道路), or nearby? Thanks!
