Locals with tattoos in the Onsen

Staying at a ryokan with the spouse (I’m an American, she was born in east Asia). She blends in to the Onsen, I do not.

Edit; this location had a no visible tattoo policy (covered with up to two patches was okay)

I don’t have any tattoos, but as I was getting out I saw a local with a huge back tattoo (covering all of his back down to and including his buttocks). The signs posted everywhere say no tattoos or for them to be covered.

Does this person just not care? Is he just risking it because he knows he can’t use them? Or is it the third reason that I’m thinking in the back of my head that’s the most logistical.

Has another experience a few months ago where the wife took me to a day Onsen and I saw a local walking with an uncovered arm tattoo and five minutes later the owner came in and started staring me down (he assumed I was the one with the tattoo)

Just asking, as a non-tattoo’d local, what’s the ‘unspoken’ policy on tattoos here?
