How to interpret SBI Shinsei foreign exchange rates?

I am trying to estimate the foreign currency exchange fees of SBI Shinsei Bank.

In this page, it is written that to buy (sell) one Euro, the bank offers 183.29 (184.09) Yen with a 0.40 fee (1 unit/yen).

Is the 0.40 fee already included in the conversion factor, or do I have to apply it separately as a percentage on the initial sum?

For example, let us say that I want to convert 30k Euros into Yens. Which one of the two formulas is correct?

  1. 30000 Eur * 183.29 Yen/Eur = 5,498,700 Yen
  2. (30000 Eur – 30000 Eur * 0.004) * 183.29 Yen/Eur = 5,476,705 Yen

The reason I have not asked the Bank is that I am not a client (yet).
