Free or cheap Japanese conversation classes near Kawasaki/Yokohama in Kanagawa?

I recently moved to the area and I'm looking for a new tutor. My main goal is to improve my spoken Japanese. My reading ability is somewhere between N3-N2. (Passed the n3 last year)
However, my spoken Japanese is still low n4.

I have tried checking the local ward offices, but haven't really had any luck finding anything.

Any help or recommendations would be greatly appreciated, thank you.
