Does costco offer tire replacement?

I just bought my first car (used) a few months ago and I think I need new tires for the upcoming shaken.

I was thinking of getting them from costco but I want to know if they offer to replace it themselves? Is it free? Also I think I read that they sell the tires only not wheels so do they align and balance them too?
