Accomodation in Okachimachi or Kuramae?

I've read tons of reviews here that were really helpful in order to choose an area to stay in Tokyo (we are first timers coming in the beginning of June!).

With our budget, I have narrowed it down to the following hotels:

Sotetsu Fresa Inn Ueno-Okachimachi or Tosei Hotel Cocone Asakusa Kuramae.

Does anyone have any exprerience with the two areas that these hotels are located? Of course any experience with the particular hotels is more than welcome but my main concern is the area and things to do around them.

We are a 35-year-old couple that would like a place to return to after a full day of sightseeing (we surely plan to visit Shinjuku, Shibuya, Akihabara and Asakusa), where we can have a relaxed little walk in the evening/night without big crowds but still busy enough (preferably with more locals than tourists). We would like to be able to find some good restaurants and bars close by for a nice dinner and a beer before going to bed. So, we are not interested in nightlife (clubs etc) but for a relaxed night out until 11 or 12 at night.

Which one would you pick in our case? Also, which one has a more local/relaxed vibe?

Any thoughts/advice would be greatly appreciated.
