Japanese police investigated 3,717 stalking-related cases in 2025, the highest number since a law criminalizing the act took effect in 2000. Cases of domestic violence consultations also rose by 3,352 to 98,289, the highest since the domestic violence prevention law was enforced in 2001.


The rise in investigations and consultations likely reflects heightened social awareness of stalking following the 2025 murder of Asahi Okazaki, a 20-year-old woman from Kawasaki, who had gone to police to report abuse from her former boyfriend, according to the NPA.
