Interpretation of the rules for marriage filings vary a lot between city offices. My fiancee and I have twice the trouble, dealing with paperwork issues for both the US and China.
Hoping to identify a city office that's generally more accommodating, at least for Japan. We're based in Tokyo, but might as well collect recommendations from the whole country for future reference.
So, if you got married in the last ~6 months, which office and how difficult were they?

For us, the specific problems are:
1/ US Embassy no longer certifies the Affidavit of Competency to Marry.
2/ Don't have original or copy of China birth certificate.
Note: Not looking for solutions to these! We've researched and understand the spectrum of possible outcomes.
