New job: Is it okay to visit a different immigration bureau?

I'll be blunt: the Osaka immigration office is an unpleasant experience. I've had glowing experiences with the Okayama branch, but that's under the Hiroshima jurisdiction.

The Kyoto branch is nearly the same distance as the main Osaka office, and it costs less to get there by train. Can I just go to the branch in Kyoto instead? Do I have to go to the Osaka office, or can it be any branch under the local jurisdiction? If they ask/interrogate me could I explain without pushback? Would a good excuse like " 大阪局はもう少し近いですが、電車でこの局に来た方が安いんです" work?
