Etiquette for applying to a different job at the same company?

I work at a large international company in a department that is majority foreigners. I just started working as a contractor here about 6 months ago and was told it usually takes around 2 years to become permanent. I have made it very clear to my team and manager that this is my goal, and they have been supportive assuring me that it just takes time and displays of competence.

Prior to being hired in the contracting role, I applied for a different direct-hire position at this company and never received a reply. Well, it appears I was kept on their mailing list because I got an email from them informing me of another position that fits my skillset. This position is more senior, has better pay, and is just all-around more of what I wanted.

I don't want to rock the boat and risk my current role, but I very much want to apply for this new position since I think I would be a great fit for it. The application specifically has a spot for "Do you currently work for us – if so, in what position?", so I feel like this should be an okay thing to do…

Do I tell my manager I want to apply? Ask HR about the process? Just do it? Or is this a huge taboo? Everyone I work with is a foreigner so I think they would understand, but I've never tried something like this before – in Japan or elsewhere.
