Birthday delivery services – Hirakata

My son (American) is studying in Hirakata and his birthday is this month. I was hoping I could find a balloon, gift basket or cake/food delivery service but am struggling.

If anyone has any recommendations (links would be helpful), I would be very appreciative!

If there is not a service like this in Hirakata, is Osaka too far (outside of delivery area)?

I would also be open to any recommendations for a fun “local” birthday celebration location for him in Osaka. He’ll be turning 21, has been in Hirakata over a year and visits Osaka and Kyoto regularly – so the normal tourist attractions he’s probably already visited.
