Do parents wish that their kids had more privacy in the public restrooms?

I’m not a parent but often times when I use the restroom I see parents (mothers) using the changing tables for their babies.

I feel bad because I think that the parent and child deserve a private space. I know some private spaces exist but they aren’t every where.

Or is this something parents don’t care about?
