Ink on clothes on rainy days

This might sound insane, but has anyone else experienced their clothes being splashed with (what I can only assume to be) ink on rainy days?

I've lived in a few different places, but at least once a year I'll notice my clothes have black splashes or splotches on them that don't wash out.

So far I've had a light grey fleece, a pair of jeans, a pair of light brown slacks and a pair of white reeboks ruined by whatever is going on here.

The first time it happened was to my reebok sneakers and I was fairly certain that it came after stepping in a puddle near my house and put it down to a random occurrence. Now that it has happened in multiple places (on both my legs and upper body, in splashes and drops) I'm starting to think it could be a common thing.

Today when I noticed my (already ink-splashed) slacks had even more new inky blotches on them I decided I'd finally let my curiosity get the better of me and ask! This has never happened to me in any other country, but I'm aware this might not be a Japan thing.

For a while I suspected my cheap black umbrella was the culprit, but after throwing it out and being splashed again I was proven wrong.

Another theory I have is that something is dripping from the overhead power lines. If anyone has any ideas, I'm all ears!
