PR card renewal questions

I will have to renew my PR status and Zairyu card for the first time…

1. I assume it is, like all other Immigration-related things, done at a Regional Immigration Centre?

*(As opposed to City / Town Hall)

1. Does it have to be done in your prefecture of registered residence?

*(I'm often in another prefecture and its Immigration office is conveniently located)

1. How far in advance of expiry can I renew it?

2. Is the new card issued same-day, or is a return pick-up required, or is it mailed somehow?

*(Our mail is being automatically forwarded by the JP Post Office due to a work transfer, but it's an imperfect system)
