Our family is going to move from Shinagawa-ku to another 23-ku. I believe all children from 1st year primary school receive mamorucchi (mobile phone for children) from Shinagawa, so it's pretty common to see them using it and carrying it everywhere, including to school. As per my knowledge I don't think another 23-ku has that benefit.
It is actually quite useful in important times to be able to contact them and for them to contact parents too. But we are wondering, if another 23-ku doesn't have that benefit "officially", whether it is allowed for children to bring one to school even if we just have to purchase one ourselves.
